SUMMARY
The Writ of Union was a declaration of peace between the San’Shyuum and the Sangheili, as well as the formation of the Covenant, signed by both species in 852 BCE. After over eighty years of fighting to a stalemate, both the Sangheili and San’Shyuum were weary of war, and agreed to an end to the conflict. While the leaders of both species considered the Writ of Union to evenly split the responsibilities of the Covenant between both races, some, such as Ussa ‘Xellus, thought that the San’Shyuum were just using the Sangheili as their personal army, while they maintained all the power. This led to ‘Xellus leaving the Covenant with a contingent of supporters following the signing of the document.
