SUMMARY
In 1342, Covenant ships arrived in the Y’Deio system, the home system of the Kig-Yar, finding a species with a penchant for piracy. Though the Covenant forces were far superior to those of the Kig-Yar, they found it nearly impossible to fully pacify the Jackal pirates and mercenaries, as they resorted to hiding in the system’s dense asteroid belt. After determining that the Kig-Yar would never fully integrate into the Covenant, the two sides opted to follow the Letters of Marque, a series of commissions that allowed Kig-Yar pirate ships to operate independently and perform duties for the Covenant.
